Overview
The City Manager is the Chief Executive Officer for the City of Claremore.  He serves at the will of the Mayor and City Council and is responsible for administering the day-to-day operations of the City of Claremore, managing a workforce of approximately 300 employees and preparing and presenting the City's $108 million annual operating budget and Capital Improvements Plan.

Jim Thomas took office as the City Manager of Claremore on Monday, November 26, 2012.

Over the past 17 years, Jim has served in similar capacities for cities in Massachusetts, Rhode Island, Maine, Colorado, Wisconsin, Illinois and Utah.  Prior to that, he served seven years as a City Councilman, making a total of 24 years of municipal service. 

Jim brings to Claremore successful experience in Collective bargaining with public safety unions, financial and long-term sustainability planning, economic development and community outreach projects. 

Jim has a Master’s Degree in Public Administration from Brigham Young University and a Bachelor’s Degree in Political Science and Communication from Weber State College in Utah.  Jim is a member of the International City/County Management Association, the Rhode Island City Management Association and the Rhode Island Municipal League, where he has also served as an Executive Board Member.
